Dear Partner,

Earlier this week, the U.S. Department of Transportation issued its Interim Guidance on the Transportation Alternatives Program (TAP) of MAP-21, the recently passed multiyear federal surface transportation bill. TAP combines the three core dedicated programs that have driven the growth of trails, walking and bicycling in America.

This initial set of guidance—critical to state implementation of TAP—is consistent with Rails-to-Trails Conservancy's (RTC) bill analysis. We are grateful that it is responsive to many of our suggested issues needing clarification in guidance.
