As we emailed you last week, the U.S. Senate Environment and Public Works Committee recently released a draft of the next multi-year surface transportation bill, “Moving Ahead for Progress in the 21st Century Act” (MAP-21). In that email, I laid out some of our concerns with the legislation.
This week, the National Transportation Enhancements Clearinghouse (NTEC)—an information service jointly sponsored by Rails-to-Trails Conservancy and the Federal Highway Administration that monitors the Transportation Enhancements (TE) program—released a memo analyzing the draft bill and comparing it to the current legislation, SAFETEA-LU*.
The memo contains in-depth analysis of the bill's contents. In particular, I draw your attention to the expensive new eligibilities that will compete with trails, walking and bicycling, including wetland mitigation, noise walls, stormwater treatment plants and routine mowing and brush removal.
